NJ: Sharp Dropoff In Building Permits Statewide

Overall, the number of permits fell by 18 percent statewide, though the drop was as high as 36 percent in some counties, according to the state figures, which are preliminary and may be adjusted when final numbers are issued in May. Nationally, building permits rose about 2 percent.

Freight Brokerage A 1999 study done for the state Department of Community Affairs put the total cost of regulation in New Jersey at about $38,375 per new house. Of that, $10,000 to $20,000 per unit was "unnecessary or excessive regulation," according to the study, which was done by the University of North Carolina.

Broker Lie Ticket Doug Fenichel, a spokesman for K. Hovnanian Cos. of Red Bank, the state's largest residential builder, said they find resistance "everywhere, depending on the individual project."

4th Boost Brokerage By "Because there's not as much land in this state as there once was, people want to block all development," he said.

Florida Mortgage Broker Hovnanian built 1,939 homes in the northeast in 2000, the bulk of them in New Jersey. Last year, that number was 1,860.

Insurance Brokerage Fenichel said the average price of a new home in New Jersey increased from $283,605 in 2000 to $316,016 in 2001.

Online Broker Real estate agent Rose Marie Nicholson, with Coldwell Banker in Mendham, also has seen prices climb and land dwindle.

Brokerage Company When she and her husband, Bruce, built their first house in Mendham Township 30 years ago, they had no trouble finding land for a three-bedroom ranch. Fifteen years later, when they built a bigger house, land was less plentiful and more pricey.

Broker Lonely Ticket They built again a few years ago, and subdivided their own property. She said there were just six lots on the market in Mendham Township in early March. The most affordable was five acres for $659,000.

Commodity Brokerage "There's a limited number left, and supply and demand dictates the value," Nicholson said.

New York Ticket Broker Krich, the Morris County's planning director, said he believes open space preservation is also impacting building. His county preserved about 10,000 acres of land over 10 years.

Prime Brokerage "It's a little dent," he said.

Real Estate Agent Broker James Hughes, dean of the Edward J. Bloustein School of Planning and Public Policy at Rutgers University, said 2000 was "probably one of the best years" for building permits.

Yacht Brokerage "In 2001, construction was down from 2000. But it could still be a good year," he said. "We have yet to invent a boom that lasts forever."
