Business Brokerage When hundreds of New Jersey mayors gathered for an annual conference in Atlantic City yesterday, many were concerned about a freeze in state aid and mounting pressure to raise property taxes in the midst of another tough budget season. Gov. James E. McGreevey offered no surprise relief. Instead, he addressed a familiar topic that has emerged as the cornerstone of his administration's agenda: curbing suburban sprawl.

But well into his second year in office, they are a source of voter discontent: 70 percent disapprove of McGreevey's handling of auto insurance, and 67 percent disapprove of the job he is doing on property taxes, according to a recent Quinnipiac University poll.

Business Broker With tens of thousands of drivers unable to find auto insurance coverage and property taxes continuing to rise, Republicans will target the issues in the battle for control of the state Legislature this fall.

Brokerage Account Assembly Majority Leader Joseph Roberts (D-Camden), who is helping craft the campaign strategy for the Assembly Democrats this year, doesn't see sprawl entering into that debate this fall.

Broker Justin Ticket Micah Rasmussen, a spokesman for McGreevey, said the governor is taking steps to tackle auto insurance and property taxes. Rasmussen said the governor's auto insurance plan, now in the Assembly, would ease regulations that discourage insurance companies from doing business in New Jersey. He said that would improve access for New Jersey drivers and the resulting competition could drive down rates.

Real Estate Brokerage Rasmussen said given the state's estimated $5 billion budget deficit, it was "no small achievement" McGreevey's proposed budget would increase school aid by $200 million this year while avoiding cuts in aid to towns. Such aid is needed to keep property taxes in check.

Commodity Broker By emphasizing sprawl, Rasmussen said McGreevey is doing what's best for the state in the long-term. He said politics is "almost besides the point."

Real Estate Broker Exam But some of the mayors at the New Jersey Conference of Mayors in Atlantic City yesterday disagreed with this approach. After McGreevey's speech, Hardyston Township Mayor Leslie Hamilton chased him through a corridor but couldn't catch the governor's attention.

Brokerage Services Hamilton, a Republican, said she wanted to deliver this message: "Concentrate on property taxes. The people are being taxed to the high heavens. Seniors have to move because property taxes in New Jersey are ridiculous."

Broker Live Ticket Maplewood Mayor Victor DeLuca, a Democrat, was impressed with McGreevey's sprawl message, but said: "That can't be a substitute for real tax reform. The freeze on state aid is just driving up property taxes. It's hurting people on fixed incomes, it's hurting seniors and hurting working families."

Online Brokerage Firm Cliff Zukin, director of the Eagleton poll, said in troubled economic times, voters focus on pocketbook issues. "I just don't think sprawl is a gut level issue for people," he said. "It isn't an easy issue to get your hands around."

Security Broker Dealer Clay Richards, director of the Quinnipiac poll, said the tough budget times make it hard for McGreevey to advance new initiatives. He said the governor is "talking about sprawl because that's the only thing he can talk about."

Coldwell Banker Residential Senate co-President Richard Codey (D-Essex) said it will take time for sprawl to gain traction with voters. He said the issue is best pitched as a solution to address traffic congestion and overcrowding in schools.
