Business Broker Urbitran, a Connecticut-based consulting agency, recommended the freeholders develop a new department to solve the transportation problems in a sprawling county with nearly 800,000 residents.

Brokerage House Pulomena agreed but said he is disappointed NJ Transit and other state transportation authorities did not have bigger role in the study.

Broker Live Ticket Brady said most towns have local transportation systems. "We have to talk with the municipalities. If they're not included, I don't see how we're making this any better," Brady said.

Online Brokerage Firm Connor said her consulting firm always envisioned Middlesex coordinating with the local transportation providers. "It's a very incremental process, and you have to build off the first steps," she said.
